Occasionally, the Board will post a Request for Proposal (RFP) from our members and colleagues. An RFP is a formal document issued by an organization to invite qualified institutions to submit proposals for a specific purpose. These requests outline the project’s requirements, expectations, and evaluation criteria.

SSEB is currently accepting proposals for the following projects:

Foreman FEED

The Foreman Carbon Capture and Storage FEED (Foreman FEED) seeks to develop a carbon capture and storage (CCS) integrated solution supporting the reduction of CO2 emissions associated with cement manufacturing and improving the sustainability of the Ash Grove Foreman Cement Plant in Foreman, Arkansas.

To accomplish this, the Project Team will execute and complete front-end engineering and design (FEED) studies for an integrated CCS system. As part of this, the Project Team will consider Air Liquide’s CryocapTM technology as the basis for post-combustion and/or process system CO2 capture. The proprietary technology combines Pressure Swing Adsorption (PSA) with cryogenic technology to achieve a high CO2 recovery rate associated with high purity CO2.

In parallel, the team will execute a stratigraphic test well to support the development and submission of an EPA UIC Class VI Permit for the permanent storage of CO2. The Project Team will also submit a National Environmental Policy Act (NEPA) environmental information volume based on an integrated CO2 capture, transportation, and storage system to identify all potential environmental impacts of an integrated commercial project.

The Project will include the development of a refined life cycle analysis informed by the capture FEED assessment, the pipeline FEED assessment, and the storage field development plan. A robust community benefits plan will be developed and deployed in anticipation of subsequent project phases. This plan will include:

  • Establishing a network of participating universities, including minority serving institutions;
  • Deploying an educational and employment program focused on increasing access to clean energy information and career opportunities; and
  • Engaging with local stakeholders to discuss the ambitions of the project and to address potential community concerns.

The Foreman FEED is expected to occur over a 33-month period and is led by the Southern States Energy Board. The Project Team consists of Advanced Resources International, Ash Grove Cement (site host), Crescent Resource Innovation, and Air Liquide.

SSEB seeks proposals from qualified contractors interested in contracting with SSEB to contribute to a Pipeline FEED Study and CO2 Storage Field Development Plan. The RFP will be used to build a foundation for further discussions and negotiations of a non-binding Option which may become the basis for a formal CO2 Offtake, Transportation, and Storage Contract with Ash Grove Cement Company’s Foreman Cement Plant. The contract for the FEED phase is to be funded through a Federal cooperative agreement awarded to SSEB by the Office of Clean Energy Demonstrations and is identified by Federal Award Identification Number DE-CD0000010 for the Foreman Cement Plant Carbon Capture and Storage FEED Project.
