The Energy and Environmental Legislative Monitoring program tracks the progress of state and federal legislation related to a wide range of energy and environmental issues.
Every year the program collects and summarizes legislation in all of the Board's Member States to produce the Energy and Environment Legislative Digest. The Digest is presented at SSEB's Legislative Briefing held in conjunction with the Southern Legislative Conference's Annual Meeting.
Other projects of the program have included comparative studies on state Carbon Capture and Sequestration (CCS) and Renewable Portfolio Standards (RPS) legislation.
This program also tracks developments in Congressional bills related to energy and the environment. Once a bill is passed by the House or Senate, or signed by the President, an Action Alert is issued to SSEB's Board Members. An Action Alert summarizes the passed bill and alerts our members to how it may affect their states.
In addition to federal legislation, the program also monitors federal regulatory activities related to energy and the environment. Updates on various federal administrations, such as the Environmental Protection Agency, are also included in Action Alerts.
On May 12, 2010 Sen. John Kerry (D-MA) and Sen. Joseph Lieberman (I-CT) released their long anticipated climate bill, entitled "American Power Act." The comprehensive bill addresses a multitude of topics related to protecting consumers from inflated energy costs, harnessing domestic power supplies, investing in clean energy technologies, reducing emissions and creating a carbon market. On May 13, 2010, the U.S. Environmental Protection Agency (EPA) announced a final rule to address greenhouse gas (GHG) emissions from large stationary sources under Clean Air Act permitting requirements. The final rule addresses a group of six greenhouse gases: carbon dioxide (CO2), methane (CH4), nitrous oxide (N2O), hydrofluorocarbons (HFCs), perfluorocarbons (PFCs), and sulfur hexafluoride (SF6).
